This month's PEN forum looks at Web 2.0 and ways of using the internet as a tool to enhance teaching and learning. The forum provides an opportunity for principals who are less familiar with using the internet to learn from those who use Web 2.0 tools on a daily basis.

Final Kiwi Leadership for Principals document released

2008-08-07

The final Kiwi Leadership for Principals (KLP) document was released on 7 August. Two copies of the document have been sent to all schools. You can click through to sections of the document from the left-hand column on the LeadSpace homepage and also download a PDF copy.

Developed in collaboration with the school sector, and underpinned by research evidence contained in the 2008 Educational Leadership BES, KLP presents a model of leadership that reflects the qualities, knowledge and skills required to lead New Zealand schools from the present to the future.

KLP will be used as a reference point for developing the Professional Leadership Strategy. This strategy will provide a three to five year plan outlining how the Government intends to work with the sector to achieve the goal of strong professional leadership in every New Zealand school by 2012.

The original draft sent to schools has been redeveloped in response to feedback from principals and sector groups. New Zealand principals' delegation to China in September 2008 – Deadline 31 July

The Confucius Institute organises a principals' delegation to China each year with the support and sponsorship from the Office of Chinese Language Council. The tailored trip provides an opportunity for New Zealand principals to gain first-hand knowledge of Chinese culture and society. There is also an opportunity to set up a sister-city relationship with Chinese schools. The dates for the trip are 21–30 September. Schools Plus

Schools Plus aims to ensure every young person is in education, skills, or structured learning, relevant to their needs and abilities, until the age of 18 years. This education or learning may take place in schools, tertiary organisations, or in the workplace. The government wants young people to stay at school longer and to leave with higher-level qualifications.

This policy will lead to significant changes in the schooling system and will require close collaboration with all those involved in the education, training, employment, and support of young people.

The Schools Plus discussion document was launched recently by the Prime Minister and Minister of Education. The document will be widely distributed and can be downloaded from the Schools Plus website. Regional stakeholder meetings will also be held in a number of metropolitan and provincial centres. School Annual Report Awards

The New Zealand Institute of Chartered Accountants, in conjunction with the Ministry of Education, holds annual awards for excellence in schools' annual reporting. The awards recognise those schools that have excelled in producing an annual report that provides their stakeholders with high-quality information. The awards are divided into three categories: high schools and colleges; primary, intermediate, area, and composite schools (fewer than 100 students); primary, intermediate, area, and composite schools (100 or more students).

The winning school in each category receives a trophy, certificate, and $1,500. Schools that are awarded commendations receive a certificate and at least $250. Entries close 30 June 2008. Find out more information and enter at this link:

Important information about Learning Languages in the New Zealand Curriculum

The Minister and Ministry of Education expect that schools with students in years 7–10 will be working towards including a quality second language programme when designing their school curriculum, including an opportunity to acquire knowledge of te reo Māori me ona tikanga.

Schools not currently able to offer a second language programme for their students in years 7–10 can access support to plan and begin a languages programme. To find out more about the resources and professional development opportunities available, visit the Resources section.

By 2010, the Ministry plans to have reviewed the wording of requirements for schools under these sections: The school curriculum: design and review and Requirements for boards of trustees.

On 16 August, the government launched Ka Hikitia - Managing for Success: The draft Māori Education Strategy 2008-2012 for public consultation. ENROL to be implemented in schools during term 3

In term 3 of 2006 ENROL replaced the paper enrolment management system in all intermediate, secondary and restricted composite schools. OECD report - Improving school leadership

Just launched by the Minister of Education, this report prepared by the Ministry of Education describes the policy setting for improving school leadership in New Zealand. The report contributes to an OECD work activity which is investigating the issues OECD countries currently face in recruiting and developing school leaders.

New ICT Leadership information page

There is a new web page on LeadSpace, dedicated to supporting materials that relate to ICT leadership, and it’s called ICT Leadership information. The Ministry of Education has contracted a number of professional development workshops in effective leadership and planning for ICT for principals, to be held in May and June 2007, and the readings, tools and PowerPoint presentations used in these workshops will be available on this new web page. The materials for Workshop 1: Creating the vision, are now able to be downloaded. These materials will be of interest to all those who are leading their schools in effective planning around ICT.

Stage 2 of the School ICT Network Infrastructure Upgrade Project is now underway

2007-04-18

Stage 1 of this project has now been completed. Since the project began in 2005, around 330 small schools have had a school-wide network installed. The project is designed to ensure that schools in the project have a reliable and stable network. The Ministry of Education has now received further funding for Stage 2. Schools in this round have rolls between 130 and 260 and little or no network infrastructure. Around 70 schools will be supported to upgrade their networks. Learning languages

2007-03-22

The draft New Zealand Curriculum increases the profile and status of second-language learning, and schools have already responded positively to this proposed change. How this change will affect schools will not be clear until the final version of the curriculum is published later this year. Currently, schools are required to offer language learning opportunities for students in years 7–10. Some schools have chosen to make learning another language compulsory for their students, because in New Zealand, schools are able to make locally-based decisions. However, at the moment, it is not compulsory for all students to learn a second language.

Interim Response Fund – Manual for Principals

2007-03-22

The Interim Response Fund (IRF) is a fund of money, managed by regional student support managers, to assist schools when a student’s challenging behaviour has reached a crisis point. To access the fund, the student’s behaviour needs to be causing serious safety concerns and distress, and all school-based resources, strategies and expertise have been exhausted.

When principals receive IRF money, they agree to report to the Ministry on how the fund is spent and what the outcome is for the student. By the end of the term following the crisis/use of the IRF (or sooner if possible), principals are required to send or fax the completed report form to the student support manager and attach copies of any relevant documentation.

The manual provides all the information a principal needs to access the fund.

First PEN online conference: Learning Interactions (12–23 March 2007)

The first conference focuses on the principal’s role in leading curriculum development. Sections cover:

  • The big picture – principals look at their current curricula, determine what they would like to see in the future, and develop steps to get there.
  • Three schools that have recorded their curriculum journey in digital stories.
  • An open forum, called: ‘You have the draft; you have the job of leading implementation, now what?’

The online environment offers principals a cost-effective platform to get in touch with current thinking and issues. All principals have their own facilitator to assist with access issues.

Consider the Evidence – evidence-driven decision making for secondary schools

This new resource is designed to assist schools to review and make the best use of data and other evidence when making decisions aimed at improving student achievement.

Schools have more evidence about what students know and can do than ever before – data and evidence about achievements, attitudes, behaviours, and environmental factors that influence learning. The evidence-driven decision-making model described will help schools to explore this evidence and make changes.

The resource contains a number of PowerPoint presentations that are designed for use in workshops and meetings where groups of school leaders and teachers are reviewing their schools’ use of evidence and establishing policies and plans for the future.

  • The Principals’ Electronic Network community continues previous favourites but has new features in response to suggestions from principals.
  • Fundraising ideas: in addition to examples of policies, examples of job descriptions were added late last year (more welcome). A new page has been established for schools to share their fundraising ideas for the benefit of all.
  • Principal thinking: this new page encourages principals to share their thoughts on current topics; the topics will change regularly and can be suggested by principals. The Minister is looking at methods for reducing compliance; this forum invites principals to share their thoughts and to comment on suggestions currently under consideration.

Extending High Standards Across Schools
The Ministry of Education is calling for expressions of interest for Round Two of the Extending High Standards Across Schools initiative. Funding from this initiative enables groups of schools to collaborate and extend the notion of professional learning communities to enhance best practice and in turn raise student achievement. Thirty-one clusters and 200 schools from the first round are currently working towards achieving their goals collaboratively.

Don’t forget your PEN online conference is on now

  • Online conference: Leaders of Learning 2 (Monday 12 June – Friday 23 June) focuses on decision making around the new draft NZ Curriculum Statement. Our conference guests are current NZ principals who have practical experience with elements of the new curriculum statement and/or its implications. Brief-but-informative articles provide thought-provoking background for discussion. Participants will be able to ask questions, and consider and test their thoughts on aspects of the curriculum statement and how it might be implemented in schools. Such close interaction between ‘keynotes’ and participants is an advantage of online over face-to-face conferences; and, you won’t need to leave your desk to experience it for yourself!
  • Key competencies: a group of principals who have been involved in ‘piloting’ aspects of the curriculum, including the ‘key competencies’, discuss their experiences and answer your questions.
